I am so confused right now. I don’t use eBay very much I just started selling on there. So I made a listing for a changing pad, and someone purchased it. It did take me a while to ship it and eBay notified me saying it was canceled. So I shipped the package right before I got that email. But I never got the funds and now my account says negotiate.

@faith.wesslyn You have to ship within your stated handling time. If you don't then the buyer can file a not received refund request and force a refund from your account. When eBay forces a refund you get a Defect and do not get your sellers fees back.
If you shipped AFTER the order was cancelled then all you can do is send a message to the buyer and ask they would consider paying for the item. Apologize profusely for your new seller mistake. They are NOT required to pay again though. If they agree they can send a check to the address on the return label or use an electronic payment method such as venmo. This is not considered an offsite sale since the transaction already took place.
Refunds even for order cancellations come from your back up payment method for selling costs.
Have you entered your backup payment method for selling costs here: https://ppcapp.ebay.com/myppc/wallet/list Select Manage under the method you want to use then select Preferred for selling costs. I use a credit card.
Once you issue the refund and the buyers funds are released from being held or finish processing then the buyers payment is released to you.
