Germany Ebayer isn't able to bid on my item, or a Swedish buyer either

An Ebayer in Germany wants to bid on an item of mine. He also said his cousin in Sweden is unable to bid on my item either. My item is not on the list of non-allowable customs items. I've doule and triple checked my shipping options and I've done all I know to do to make my item shippable worldwide. Help?
