I bought a Fortis watch and the seller cancelled the deal and it is still pending in India due to Covid-19 .He told me that he will have it cancelled if I don't pay an additional postage on that item.I opened a return item case before that,but I had to close it because he will not post it.I contacted him for a refund and that's 5 days he is not sending me an answer.I already informed eBay and 48 hours had elasped with no response from them .I know I am protected under eBay guarantee and I really don't any outcome on this matter.There is a sum of 70 and 10 usd to be refunded ,including postage.Can you please help me?

Ebay and Paypal are NOT "in partnership".

If you processed your payment for the watch through Paypal, file a dispute through Paypal, stating Item Not Received.

Otherwise, you can contact your financial institution that you used to fund your payment. (credit card or bank)

If the seller filed a Cancellation, you should have been full refunded.

You do not file a Returns Request until AFTER you have received an item, because you have nothing to return.

You are not protected by Ebay's Money Back Guarantee any longer because you already filed a Return Request and closed it. You cannot open a new Ebay request regarding the same item. You needed to open a Refund Request. Since Ebay can no longer help you, you can file an Item Not Received dispute through Paypal or contact your credit card company/bank (depending on how you funded your payment)

When I go the the refund request ,it mentioned that I have already closed the Return Request.As the first responder said I have nothing to returned,,I should therefore closed it in good faith since the buyer did not ship that watch.But PayPal would advise me to contact eBay again but they are not responding...I know that two bodies are in the same partnership..one being finanancial and the other administrative.I once wrote to them about a refund they told me that I must contact eBay for that purpose.That's a real mess.!
