Disclosure- eBay member since 1997.
Why am I being charged 10% fee on the shipping charges when I charge the buyer the actual shipping charge? I know I can get around it with a handling fee, but that's wrong on two fronts; the buyer pays a handling fee additional to what I built into the starting price, and 2, eBay is taking money out of my pocket because I have to make up for any debit in the shipping charge when I pay it!
I know there have been unscrupulous sellers who skirted the selling fee by selling a $50 widget for $10, charging $40 for shipping, and only paying the final value fee on the $10, but why punish the bulk of the sellers by charging on the shipping as well? I would really like an answer to this and not the trite... "that's just the way it is," or, "if you don't like it you can sell elsewhere."

You know they also charge you the fee for any sales tax the buyer pays.

You pay eBay fees to list, market, promote, and facilitate the sale from start to finish, including payment processing. It is customary for payment processors to charge their fee on the total sale. eBay is no different. The Final Value Fee on shipping has been in place since 2011 - you should be used to it by now.
eBay publishes the pricing for their services and you pay atrice if you use the service just like everywhere else. It has nothing to do with being "punished."
There was no Final Value Fee on tea in Boston Harbor. You are mixing up fees charged by a company for their services which you willingly choose to use with taxes confiscated by the government for income redistribution.
