As a seller, I also found you cannot file negative feedback for deceptive actions by buyers.

Ebay has a 30 day Money Back Guarantee whereby if the buyer does not receive their order they can file a Refund Request, and if the item is not as described, the buyer can file a Return Request. The buyer can leave negative feedback for the seller for up to 60 days.
It is true that sellers cannot leave negative feedback for buyers.
