Feedback from Foreign Buyer who Used US Address of 2nd Party Logistics Firm

Hi,
I sell to US customers. Ebay put me on Ebay International Shipping and Buyers, outside the US, can buy using this Ebay Service.
In November, a Singapore Buyer purchased three items by using the address of a 2nd party logistics firm located in the US. I immediately called Ebay and they said to cancel the orders using "Problem with Shipping Address". Ebay said that they would remove feedback if the seller decided to retaliate.
History: I have issues with foreign buyers using 2nd party logistics in the US and then reporting "Item Not Described". I have free shipping for returns but not for "out of country" sellers who do not use their correct address. There are many 2nd party logistics firms so this method of purchasing is hard to block.
The seller recently inputted three neutral feedbacks right around 60 days after I cancelled the orders. I called Ebay and the feeback has not been removed. I do not get any information from the Ebay Representative.
Any ideas to get this feedback removed?
