Fedex sure post problem

I shipped an order via fedex sure post on july 23.  It still has not delivered and buyer is frustrated. They also rebilled me for $25 additional because it weighed 17 lbs.  Its a baseball card!!???   How do I contact ebay about reporting this fiasco and getting help to find the pacakge and finally deliver it?

@lujenn_5371   ebay has nothing to do with how shipping companies conduct their business, u need to contact fedex

Was this for the card with Authenticity Guarantee? Did you send it to eBay's Authenticator? If so, how were you able to do that using Surepost? Did you not print your label via eBay?
