Every listing has a "Report item" link that can be used to alert eBay to policy violations or suspicions.
For situations where the policy violation is not obvious or apparent to observers with no specialized training or knowledge, you may be able to report the seller directly here:

That said, eBay is likely not in a position to validate or refute seller claims about the origin of an item in the seller's possession absent some evidence one way or the other.
Buyers that purchase a stone obelisk and receive a resin copy can pursue a money back guarantee claim against the seller to obtain a refund.
