eBay wants new customers to be able to sign up and buy things with minimum hassle. Unfortunately scammers are also able to create new accounts to make scam bids and offers, and scammers like to target new or infrequent sellers.
To avoid unpaid item situations, list your item for a fixed price with immediate payment required and do not make or accept offers. That way the buyer must complete checkout and pay or the item remains listed.
