Escalating issue if regular channels can't resolve

I have been having an ongoing issue with Ebay for weeks and have been promised twice by escalation agents that they would issue a one time courtesy refund to resolve, but so far this has not happened.  I even wrote a lettter to Ebay corporate office two weeks ago and so far, no response from them. Does anyone know of any additonal ways I can escalate this to get it resolved.
