So Ive been on the phone for 20 minutes could not hardly understand a single word. Hopefully someone here can clear it up. I offer items for 19.00 plus 4.40 shipping. I used to offer free shipping but eBay makes it so easy to return items that people just order the tool, use it and then return it and I'm out shipping so I was told if I split out shipping I can deduct it from refunds. So my option is charge shipping by weight, way too many options or charge the flat shipping like I do. Problem it used to be if people bought 2 they paid two shipping charges. I could refund a portion or upgrade to faster shipping if customer wanted. Now eBay says flat shipping means one or twenty Same flat shipping. The agent said look for a way to add something for each additional item. But he could not find it and I looked and cannot find that option. Hopefully someone can help or for the 2$ I make I can just stop listing them.

You will want to set up Promotional Shipping Rules and apply those Rules to your listings. You can have:
- Flat rules: For example add $2.00 for each additional item
- Calculated rules: For example - add up all the weights (If you have large items, the SIZE will not adjust for oversize, so I don't recommend calculated rules except for small items)

Here is how to set up your combined shipping rules:
First, change your global settings here: https://www.ebay.com/ship/prf to allow combined payments and shipping
1) Combined payments "edit"
- Allow buyers to send one combined payment for all items purchased
- Time period to combine payments <your choice> days
Allow combined payments and shipping
2) Flat shipping rule "edit"
Select rules for flat shipping costs on combined purchases
- Add 2.00 per each additional
Next, you need to ADD the combined shipping rule to each listing you want it to apply to. (in your listing or Shipping Policy or by bulk edit)
To add the Shipping Rules to your draft listing
Scroll to SHIPPING
(If it says "Shipping Policy" go to your Shipping Policy to add this)
1) Shipping method > choose "small to medium items"
2) Enter Package weight and dimensions
Domestic Shipping
3) Chose Flat or Calculated
- Cost type > Flat rate: Same cost regardless of buyer location
4) Click "Add Services" (in the box with the + sign)
5) Select the Method, (USPS, Fedex, UPS, etc)
--> Then put the price you want to charge in the box - example $4.40
6) Add the Shipping Rule you created before. ($2.00 for each additional item)

If your draft listing screen doesn't look like the one in the photo, you need to upgrade to the "New Listing Tool" (with the ︙ 3 dots in the upper right) by opting-in to Seller Hub.

Start or Revise a listing here: https://www.ebay.com/sh/lst/active
Find a draft here: https://www.ebay.com/sh/lst/drafts
Then you can add Promotional Shipping Rules.
After getting this far, if you need help with "Bulk Edit" to add your rules to many listings at once, let me know.
Examples:
This method will allow buyers to buy two items from listing A and pay $4.40 +$2
AND
This method will allow buyers to buy one item from listing A and one item from listing B and pay $4.40 +$2
It will be $2 for each additional for multiples

If you use "Business Policies" you can still do that. But that only works for 1 listing.
Shipping Rules are really wonderful once you get them set up 🙂
