Ebay not refunding transaction fee when it was their mistake

I am setup to only sell to the United States. Somehow eBay allowed someone from Chile to purchase an item from me. Once I realized the shipping address was to Chile I sent the buyer a message letting them know that I was going to cancel the transaction and why. Upon cancelling the transaction eBay only credits / refunds the variable potion of their fees. Since this was not in any way my error shouldn't eBay also refund the .30 cent transaction fee? Is there an eBay support email I can send my question to instead of the automated assistant (I really hate the automated assistant)? Any guidance will be appreciated.

Re: Ebay not refunding transaction fee when it was their mistake

The transaction fee is never refunded because it is never eBay's fault - you set the exclusions.

I looked at one of your items - S America is not excluded, only

APO/FPO, French Polynesia, Libya, New Caledonia, Guadeloupe, Venezuela, Reunion, Barbados, Martinique, French Guiana  are excluded.

It is not enough to only set up a cost for the US, this does not stop others from buying. You have to set your shipping preferences to only allow sales in the US.
Check all international locations on this page, check apply to current and future and save -
https://www.ebay.com/ship/prf/excludeRegions

Then block buyers from excluded countries here, select apply to active and future, and submit -

Very strange. I've been selling on eBay for years and I know at one point all of these were excluded. Anyway, thank you for the feedback. I've made the necessary changes.

I've seen stranger things change on their own here, so I'm sure you are right 🤣
