I have pure evidence that a ebay seller is scamming people and working with ebay employees to do it. Ebay refuses to take my emails or calls. What should I do besides inform the FTC.

eBay doesn't have an incoming phone number or email.
If you need assistance with an issue with a seller, you can have Customer Service contact you this way:
Click this link: https://www.ebay.com/help/contact_us?id=4002&st=10
Then 4 clicks or less will get you a phone call (or chat) from a customer service rep
At the LEFT
1) First, click "Chat with our automated assistant", then:
In the CHAT WINDOW
2) Click "See More" in the chat window
3) Click "Contact an Agent"
4) Click “Have Us Call You” (or "Chat with an Agent")
-- If you are using a call filter on your phone, turn that off temporarily, or it might block the incoming call.

How exactly were the Ebay employees working with your seller in your recent negative transaction for the website creation?
Did you not check in advance to see that the item you purchased (a website) is not covered by Ebay's Money Back Guarantee?
You can try to file a dispute through Paypal or your credit card company.
