Recently, I made an offer for a bicycle frame, which had no apparent bidders. Then, when the bidding ended, the window for the item reported 1 bidder. The claim of there being no bidders was deliberately misleading.
No, it was simply displayed that way when there weren't any bids, YET. Many bidders who know what they are doing don't bid until the last few seconds. There were no bids before you made the offer, otherwise you wouldn't have been able to make the offer (and if it was still pending when the bid was placed your offer immediately automatically expired at that time).
The response to my note about bid/offer was misleading. The response suggested the offer I made was before the first bid, and that may be true, but fact remains that the offer "window" indicated that NO BIDS had been made, up to the time the offer period was closed.
