I no longer have access to my old contact info. Ebay's automated system REQUIRES sending me a code to change ANY contact info, which I CANNOT RECEIVE. AND they refuse to let me speak with an agent!!!!!!!!!

Do you have the eBay app on your phone? Try using that to change your contact info, if possible.
Try using the chat assistant to request a chat with an agent or a call back in North America by typing "agent" into the chat window, then answering the questions that follow to reach the proper department. If you see "More options" or "Still need help", pick either of those.
Otherwise, try contacting eBay via social media:

I'm using eBay's phone app. There is absolutely no way to contact them without access to my old email and phone number.
After lousy (non-existent) CS from many years ago to decent CS a few years ago to slightly better than lousy today.
Both eBay and PP refused to help me contact a buyer in China who received nearly $6000 in refunds when shipping was delayed at the start of the pandemic.
I'm done with eBay. I'm DONE with eBay!! I'M DONE WITH EBAY!!!

You can contact eBay via social media without using your old email or phone number.
If you use a browser, you can contact eBay without signing in to your account via the "Need help signing in?" link on the page where you enter your password, even if your contact information is old.
