@stuff4divas thanks for tagging me.
It sounds to me like the stylesheets are not loading in your browser. Your browser may be too old.
I've been running XP (SP2) with maximum RAM on eBay for over 20 years, with pretty good results, and the most advanced browser I was able to use was Firefox 59 (end-of-life version for XP, but well ahead of the Win8 Explorer browser). You may be able to get Chrome to work, but I'm not sure. I never had enough system resources to attempt it.
Anyway, I was finding it harder and harder to access eBay pages, and had to sit on my hands waiting for them to load. I could not keep multiple pages open because eBay's newer fat pages were hogging all of my RAM. Many of the account pages became inaccessible because the eBay scripts were not understood by the older browser. Many of the newest HTML5 features are not understood, and I discovered that eBay was not applying them evenly across the pages where they were activated, so some links worked and some didn't. I knew the end would be coming soon.
I could still list with eBay's Business listing tool, but the newest Unified Lister was beginning to implement features not understood by my browser.
While my XP continues to chug along, my external Hard drive was beginning to fail after five years of service and it seemed time to retire my buddy and move to one of those awful newfangled computers, so this past month I've been slowly bringing up an Apple computer with a Win 10 virtual machine running in parallel, while painstakingly migrating what could be migrated. So far, it's so-so, and I'm not excited, but will eventually get used to it. I do miss all of the old easy-to-use 20-year old programs that I could run at lightning speed with my eyes closed. They don't exist for this new machine and I've been told it can take 6 months to retrain muscle memory.
Anyway, my recommendation (as you can see from my personal experience) is not to try making eBay run on your XP if you can't get enough RAM and a modern browser loaded. It's a losing battle as eBay keeps moving ahead.

Try different browsers updated as much as your system will allow. One of them might work well enough.

XP is no longer supported by Microsoft. It is a dead system.
You will need to move on to a new OS.

What browser are you using?
I think the latest version of Firefox for Windows XP -- version 52.5.3 ESR, 32-bit -- worked with eBay last time I checked, though admittedly that was a while ago, and I have not tried to actually check out using an XP machine in a while.
Make sure your browser is the latest version you can get for XP, or try another browser. Some browsers may work better than others. If another browser works OK, try clearing your cache and eBay cookies in the original browser, just in case the problem is with your local data.

I have a laptop that uses XP and the browser is Chrome. Seems to work perfect on Ebay. Will Copy working level from laptop and install on Desktop and feel this will solve the problem. Thanks to everyone's input on this problem!
