That can happen if you use a listing upgrade on your listing. Listing upgrades have a charge to use that is non refundable once you click on "List". If you see an amount shown just above the list button this is a non refundable fee and if you do not want to pay it you have to go back and adjust your listing options prior to clicking on the list button.
There are a few categories that there is a non refundable listing fee charged. The most known one is the fee for listing a vehicle in the eBay Motors vehicle category.
