Do not recognise my device

every time I use eBay I get an email saying someone is signing in and they do not recognize my device. I have had the same computer for years.

You can get that message if your browser is erasing your eBay cookies or if you are changing your IP-address (using a VPN or a hotspot, or certain kinds of privacy software).

Certain cleaner programs can erase your cookies. If you are certain you are not erasing your cookies, try another browser as a test and see if you run into the same thing the next time you sign in to eBay.
