I am a new seller and have sold an item to a buyer that wants it shipped to a freight company called Ukraine Express in New Castle Delaware. I have heard about scams shipping to freight companies, especially in Delaware. Is it safe to send this?

There are many freight forwarders/reshippers located in Delaware because they have no state sales tax.  It is safe to ship to them, as you need to send to the  SHIP TO address attached to the payment.  Once tracking shows Delivered, your obligation is over.  If the buyer has a problem, s/he must contact the reshipper.  The buyer loses his/her ebay Money Back Guarantee when the item is reshipped.
