Damaged piece w/ no return

A ceramic bowl was received damaged by the buyer.  He wants to keep and repair the piece and wants a partial refund.  USPS accepted my claim for the amount of the piece plus shipping.  What should I do?

Since USPS approved your claim, you can issue either a partial or full refund to the buyer and let them keep the item.
