Customer Service wait time

Tried to contact ebay about a seller that shipped an item to me improperly boxes and was damaged. Found out the seller was not really a brick and mortar but just a middle man who never had the mechandise until someone orders it from him and it takes extra time to get it. 

Now, this mornng, I see Ebay has pushed it's customers to waiting 24-48 hours after requiring you to email them and wait. Been with ebay on and off since the late 90's, spent a lot of money in the past,  and I cannot believe how far this company has sunk. I leave this time and ebay can simply continue to sink as it should and hide the sellers that scam it's customers. .

The return process allows you to go to the item in your Purchase history and file a claim that the item arrived damaged.  This allows you to file a return and be issued a pre paid shipping label.  Once the Seller has the item back in their possession they have 2 days to refund you.  If they don't you go back to the claim and ask eBay to step in.

Email I got from the seller said they would send a refund within 5-7 days and Ebay CS apparently does not have any CS agents that you can talk to by phone.  I left an appropriate feedback and it has not appeared on the sellers profile along with the other 4500 negatives. This another company that ebay allows to skirt the rules and protects? Volume sellers?
