Creating coupons from Seller hub

I found their instructions on how to create a coupon, but after I clicked on "discounts" it immediately showed me a popup of store subscription, Which I had to click and then it took me to a page where I had to pay, Now there was no mention of this in the instructions does anyone know how to do it without having a weird Store subscription which I certainly don't want ?

I will list the instructions on what they said to do on their website below, (which doesn't include any Store subscriptions!),  ( I tried to include a screenshot of the Store subscription page but was unable to upload a screenshot ) - but was here https://www.ebay.com.au/sub/subscriptions, , these are the prices to insert a coupon - greedy thieves!

From the Marketing tab in Seller Hub

1. Select Discounts.
2. Select Create a discount, then Coupons.
3. Set the discounts and conditions of your offer and choose eligible items. You can also choose to set a budget and other usage limits for your offer.
4. Add an image and a short description for the coupon.
5. Schedule your offer or select Start Immediately.
6. Review and select Launch coupon.
