Are you creating shipping labels for items you sell? If so, you can print labels on eBay and there is no additional cost to print the label (in fact, there is usually a discount). However, you will always be required to pay the actual postage associated with that label, regardless of whether your listings show that shipping is free to the buyer (built into your selling price) or whether your listings show that buyers must compensate you for shipping as an add-on.
Buyer's, on the other hand, can sometimes get "free" shipping labels when returning damaged or incorrect items. That return postage is charged back to the seller. On the other hand, if the buyer purchased the wrong item or didn't like the item, the buyer could "purchase" a return label on eBay.
