Is there an email abbress that I can use to communicate with a real person regarding non delivery of an order?

There is not an email, but there is a process to report non-delivery. Please review below, but also tell me more about the situation.

Here is how to formally request a refund of your full payment:
1) Look at your purchase history here: https://www.ebay.com/mye/myebay/purchase
- View Order Details
- Check the Estimated Delivery Date for your purchase, and
- Check the tracking for your purchase
When it is past the estimated delivery date (and there is no tracking, or the tracking doesn’t show that is close to delivery):
2) Open an "Item Not Received Case". You can do that right here by clicking on the photo of your item and following the steps: https://www.ebay.com/help/buying/-/reporting-item-didnt-receive?id=4042
(If it is not yet time for a case to be opened, it will give you the exact date after you click the photo.)
You will be able to select whether you want the Item or a Refund

3) You can check the status of your case here:

The seller must respond within 3 business days to provide a delivery update, offer a replacement, or give you a refund.

If tracking does not show delivery by the last estimated delivery date, you can file an "item not received" case the next day.
If the seller does not cooperate, you can ask eBay to step in after three business days.

Ebay does not have email service.
If you have not received an item you purchased, you need to file a Refund Request:
1-866-961-9253 is a dedicated line for customers who may have experienced fraud on their account.
Go to your Purchase History and click on Order Details next to the item title to see if the latest estimated date of delivery has already passed.
IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
If the seller does not respond after 3 business days, you can ask Ebay to step in to help you.
