Confused on custom charges from Japan to US

I am a first time international buyer. I recently bought a CD from Japan for about $20, free shipping. I have visited the US customs website but was still lost on how much fees would be. 

Others on this forum have said that purchases under $800 will not have any extra fees. I wanted to confirm if this was true. If not, where can I find how much these extra charges would be?

The seller is not under the GSP and has not yet shipped. So, I am considering canceling my order if the fees end up costing more than the CD itself.
