Child Access Issues

I want to create a child access account on eBay, but the option to add a user is not appearing. How can I create it

All members who sign on to eBay must be at least 18 years of age. From the eBay policy

"Because listings on eBay involve entering into a contract, we require all our members to be aged 18 years or older."

Anyone under 18 is prohibited from having an eBay account.  There is no way to add a child to your account, and your account could potentially be suspended if you try to set up such an account.
