Charged too much for shipping. Where does the money go afer changing the shipping label

I had the weight wrong on a package. The seller paid for shipping. I adjusted the weight for the item which left a couple dollars the seller overpaid. Where does that money go? Back to the seller? To the buyer? Ebay keep it?

The seller covers it when the shipping is more than the buyer paid. 
If the label is less than the buyer paid, the seller keeps that money. 

eBay never had the money, so no, it doesn’t go back to eBay.
