Change shipping method after the sale

I was not able to change shipping method before the end of the sale. It turns out that I was able to get the item in a Flat Rate Box which is much less expensive than Priority Mail. The buyer has already paid. Is there a way to refund part of the shipping within ebay?

Since you are in Managed Payments you can issue a partial refund as follows.  Go to

Seller Hub > Orders > Paid & shipped

Click the down-arrow, select Send Refund, select a reason, enter the amount to be refunded, send.

After entering Seller Hub and selecting Orders then Paid & Shipped, there are No Down Arrows. There is nothing about Send Refund anywhere.
