How to Change Shipping Carrier After the Customer Had Paid? My listing shipping was set by using USPS, now the customer wants to change to FedEx.

You should be able to select FedEx from the create label page.  It will not affect any billing to the buyer.  If it is more than USPS, you will have to send a PayPal invoice for the additional cost.  This is allowed since the buyer requested it.
