Auction list set for domestic sales. Didn’t manually block other countries. Alsounder buyer requirements I choose to block buyers with less than 5 feedback score. Yet a bidder from Mexico with 0 feedback won item. I cancelled but worry that it will come back to haunt me.

@lapauvresse You should not have canceled as your listings are set up to use the eBay International Shipping Program. This means once the item leaves the US forwarding center your job is completely done.
If the buyer files ANY type of refund request, including not as described, then eBay refunds the buyer and you keep the sale. This is a great feature of the new program. The 1.65% international sales fee is also not charged.
You can not block buyers with 0 feedback. You can only block buyers with low feedback from buying multiple items in 10 days.
The only item you recently sold that did not have EIS shipping was the phone. That you could have canceled as problem with buyers address.

It very well could come back on you, unless you waited the 4 full calendar days the buyer had to pay (and even if it was the listing that was not covered by eBay International Shipping s/he could have paid by providing a shipping address in a location you do ship to) and cancelled for non-payment, you got a defect which will count against you in your monthly selling status review for up to 12 reviews (if you choose out of stock etc.) or you violated policy by choosing a reason blaming the buyer (there cannot be a problem with the buyer's address unless s/he gives you a shipping address--the registration address you see does not mean s/he doesn't have a valid shipping address in a country you ship to; and you say nothing about him/her requesting the cancellation).

Thanks! The one I cancelled was the phone due to address. The 0 feedback still bothers me as this has been an issue in the past. So there is no recourse for the seller in these cases? It’s too easy for less than honest buyers to create bogus accounts. I only recently returned to selling on eBay and now on a limited basis precisely because of poor seller protection. Even in this brief span of time I have had more sketchy sounding buyers contact me than I ever have on other platforms. I don’t plan on relisting this item for that reason. eBay is great for buyers but not so much for sellers. If sellers had more control over who they decide to sell to it would go a long way to support the selling community. It would also place the responsibility for the potentially sketchy sale on the seller who took that risk not on eBay that currently controls the transaction but rarely takes the financial hit.
