Canceling order

How do I cancel an order?? The seller identified that the part I ordered will not work for my application, but they are saying I need to cancel the order since eBay will not let them. When I try to cancel the order a message comes up at the top of the page in red saying “It’s too late to cancel this order. Please contact the seller to see if you can work something out”. The seller is saying that the is a new eBay policy which does not allow them to cancel orders. I am about to open a case with my credit card company, I know they will cancel the payment.

The seller is not telling you the truth. They CAN cancel the transaction.
