I received a low bid on an item and I countered but never got a response and some how the item was sold to the buyer and his original low bid.
I want it cancelled immediately

Sellers decide Starting Bid amount ... not the buyer. I think you are confusing 'bids' with 'offers'. It isn't possible to counter a bid.
It's up to you whether to cancel the transaction. You will receive a 'defect' from eBay if you do, however, since you were supposed to start the bidding at the lowest amount you're willing to accept for the item.

In addition to the correct information you have been given, you could also receive possible negative feedback from the buyer if you cancel the transaction, which would lower your feedback percentage to 85%.
In the future, always start your minimum bid price at the least amount you would be willing to accept to sell your item. I see you have a few items listed at 99 cents. If you have only 1 bidder on those listings you will have to accept 99 cents to sell your item.
