I am a low volume seller but can't connect to listing feature. Is there a problem with the feature?

are you signed up with ebay's managed payments? you should have received an email re this.
ebay is requiring this of all sellers thru out this year 2021 otherwise they won't be allowed to sell on ebay's platform
