Can't cancel order or do any thing

Hi I have an order from Apr 19 where the buyer bid but never paid. I am stuck not being able to cancel it. I have sent numerous requests to have them pay but they did not. They are also not responding on any requests and so this item is stuck in limbo and I'm pretty sure ebay charged me fees for this. I am trying to figure out what I can do but I don't have any good way of resolving this with the tools I have access to.

Sorry to say that you waited too long. You could have cancelled the transaction due to "buyer didn't pay" after 4 days had passed without payment, and you had up to 30 days to do so. There is nothing you can do at this point.

You can relist the item.

It's never necessary to send payment reminders. eBay already does that and buyers know they need to pay. They are either going to or they are not. You can cancel a transaction for non-payment after 4 full days have passed. It's rarely necessary to wait longer than that.
