Can I use Standard Envelope for a snapshot photo in the Collectibles > Photographic Images category?

Creating the listing allows me to select ebay Standard Envelope/  But I have had other listings where I was allowed to select it and then when it sold and I went to print the label, it would not let me use Standard Envelope.

Photographs are not on the list of items that can use the standard envelope.
