Buyer won't return wrong item sent to them

I mistakenly shipped two items to the wrong buyers.  Each buyer received the other's item.  One of the buyers won't return the item mistakenly sent to them even though she has now received the item she purchased.  I have sent her several messages that she won't even respond to.  I can't get through to ebay about this because the automated replies I get don't understand the problem.

Did you send a PREPAID return shipping to the buyer?

Ebay will not require that the buyer return the wrong item that was sent to them, even if you DID send a return shippin label.
