Buyer sends multiple LOW BALL offers - 17 in 10 minutes.....all 10% of asking price - SERIOUS ISSUE

I received 17 LOW BALL offers, definitely someone who is harrassing us.  I declined each of them, and blocked them.  I would like  to report this activity to eBay, but am unsure how to go about doing this.

Thoughts?

Buyers can only make 5 offers on an item.

Place the member on your Blocked Buyer List

Go to your Buyer Requirements, scroll all the way to the bottom and put a checkmark in front of "Don't allow blocked buyers to contact me"
