It is hard to say since I have had no complaints about this. It may be because eBay has rolled out Auto Pay on listings and buyers without a current payment method will need to enter one in order to bid on items or to make offers. Keep in mind that this is a setting that sellers control in their buyer requirements that is used to keep down unpaid items so removing the requirement can lead to more unpaid items for you.

Did you get this information from eBay or from the buyer? What does the buyer say about it?
You do require pre-authorization of automatic payment for Best Offers. Sounds like the final payment fell through for some reason (I suspect that it is because eBay puts the final payment through as a separate transaction rather than a "settlement" of the pre-authorization, and there isn't enough balance/credit in the account to cover the same amount twice, but it could be something else).
If the buyer is communicating with you to straighten then out I'd recommend you make sure your "Preferences for Items Awaiting Payment" is not set to automatically cancel for non-payment after some period of time (and if so add the buyer's ID to the exemption list at the bottom) so it doesn't automatically cancel while you are trying to work it out.
The first thing to try is to have the buyer check out manually. S/he could use a different payment source if s/he has one. Also have the buyer check to see if the pre-authorization hold (a "pending" transaction from the date the offer was made--give or take a day for timezones and posting cutoffs) is still showing on his/her bank/credit card website/app, and whether his/her "Available Balance" (or "Available Credit" or the like) there is enough to cover the payment. If it is still showing there reducing the Available Balance to less than needed to pay you, have him/her keep checking back until the pre-auth hold entry expires and vanishes (a few days after it was placed), then retry.
If the buyer is not communicating and it has been more than 4 calendar days since you accepted, cancel for non-payment.
