Hello, I'm new selling. I sold one item which the buyer paid for shipping, but when I go to get a shipping label it says that I will have to pay for the shipping label. It doesn't make sense. Is eBay pocketing double shipping fees? Please someone explain

The buyer paid and eBay took their ffv from their payment, and you get the proceeds which includes the shipping money. Then you pay for the label.

Buyer paid $180 + $28 (shipping) + $6(tax)
180+28+6= $214
I used funds from this transaction to pay for the shipping label (remember they were $214... Shipping label was $28, but eBay deducted these $28 from $180, not from $214.
eBay took $34 (from buyer) + $28 (from me, the seller) $56+$6(tax) for "shipping purposes" a $62 shipping cost.
Why the shipping label wasn't deducted from $208 which had buyer payment without tax (214 with tax)???
