Buyer had to pay postage

I recently sold an item on ebay, paying for postage via the system, using PayPal and Royal Mail 48 tracked facility. Not only didn't arrive for 14 days - so very, very late, but the poor buyer had to pay a second lot of post (more than the seller paid) to get her item because Royal Mail refused to deliver without postage paid. All the relevant paper work is evident and it clearly looks like a lack of communication between Ebay and Royal Mail but it's inconvenienced both seller and buyer. What to do next?
