Did buyer open a case? Who did eBay decide? Did you ship to the address that eBay gave you which is the address the buyer confirmed on eBay checkout.

First of all, the buyer can't put an address in feedback, even if it is the address of the San Francisco Hall of Justice or police department. So you can report it for that. But also, the buyer should not blame you for following eBay rules and shipping to the address used at checkout. I would recommend contacting customer support.
You can use the "Contact us" button at the bottom of this page:

When chat opens, type "agent" into the chat box to communicate with a human.
As a last resort, you can respond to the feedback by leaving an honest and calm response. But I would wait until after customer support has looked at the issue.

I printed a shipping label from eBay for shipping so it is his fault but when he wrote a review he said I sent it to the wrong place. So my rating went way down as I am a new seller.
I am not sure if a case has been opened.
