I can't report the seller . When I fill out the form it wont let me submit

The only otherway to report this seller is call eBay customer service.

You can report him for lying about the reason for the cancellation.

On this page select violated policy - https://www.ebay.com/help/action?topicid=4022  then select doesn't want to complete transaction.  In the box write 'seller lied and said buyer requested cancellation to avoid a defect for a seller cancelled transaction'.
