Buyer cancelled a bid and now wants to buy item

Buyer states he can't use the "make an offer" option that he originally made. Then said item would not fit his wheelchair, and he cancelled.  Now eBay will not allowed him to make the offer. Can I circumvent this without breaking eBay selling rules.

I am a longtime seller with 100% positive.

Why would you want to?  That sounds like a problem buyer that most sellers would want to block.
