Business Policies

When I was notified that I was being switched to the new Internatlional Shipping Program, I followed the directions for sellers with business policies.  I changed my policies to "No International Shipping."  The instructions said that that was all I had to do.  The policy says:  "No exclusions."  This is what I want.  I want to ship internationally. However, when I look at a listing of mine, it will show a million exclusions, including APO, P.O. Box, and every single international country.  Why doesn't the policy, which says:  "No exclusions" and the listing match?
