I purchased an item and to my surprise when it arrived there was nothing in it. Inside the parcel was a torn open package with my shipping address on it. I tried contacting the seller but he won’t give me a refund, and eBay won’t contact me back for a refund after a weeks of trying. What can I do??? I need my money back.

When you receive something other than what you ordered, you have thirty days to file a "not as described" case with eBay.
If you have waited too long to file with eBay, you may still have recourse through PayPal if you used PayPal or your payment method.

I did. The case was closed and I didn’t get my refund. I tried calling eBay but they keep saying they’ll contact me and they never do.

Did the seller provide a shipping label to return the box or refund you directly? If not, you could have asked eBay to step in and refund you after three business days. If you took no action at that point, after 21 business days the case would be closed automatically in the seller's favor.
Check with PayPal or your payment method to see if you can file a not as described case.

When an Item Not as Described is selected as the reason, ebay automatically sends a return shipping label. This is the message you should have received:
