Bidders who don't pay or respond to messages

So I'm having a weekly problem with buyers they will place a bid or accept my offer and then they will just not pay. Not only do they not pay but they don't respond to any messages until you cancel the order then they will be **bleep** off at you like I was the one who did something wrong. I wait 4 days no response no payment I cancel because I can't afford to have a item just sitting around hoping the buyer pays. It's frustrating because I could have sold it to a buyer who actually pays for it. Sometimes I see that they have been members for a long time but yet have no purchase history. So it's obviously someone who is scamming or another seller who is disgruntled because you are selling the same product they are for less money. My question is why doesn't eBay shutdown these accounts I don't understand it. I have reported people and then 2 weeks later the same person will win a bid once again and then never pay yet again. Then if you cancel it before the 4 days they can give you negative feedback eBay really needs to stop this from happening. Especially when you have reported it to them already. They say well you can block them but come to find out you can't block a profile with no purchase history or feedback. Why I don't know you go to block them and it says account not found. I read something saying that is why they can't be blocked is that true? Is there anything else you can do or is it just something you have to deal with? It's not right how eBay doesn't put a stop to these fake accounts that are just messing with peoples business. It's happening on a weekly basis I almost feel like I'm being targeted but I'm assuming it's not just me who has this problem. If anyone else has any suggestions or has been through this and figured out how to stop it I would really appreciate it if you could let me know thanks

After four days you can cancel the transaction for nonpayment to give the buyer a strike and prevent feedback from being left by either party. If you cancel earlier or for other reasons, the buyer will not get a strike.

 

Add the user to your Blocked Buyer List to prevent that particular user from bidding on or buying any more of your listings, regardless of what other sellers do.

If you are unable to add the user to your blocked buyer list, it may be that the user is no longer registered, or you are using the wrong username. Try copying and pasting the username directly, and be sure you are not including any extra characters or spaces.

 

Be sure to set your Buyer Requirements to preemptively block bids or purchases from users with two or more unpaid item strikes in the last year.

 

You can avoid unpaid items by listing your item for a fixed price with immediate payment required and by not making or accepting any offers. That way the buyer must complete checkout and actually pay in order to proceed.
