I would like to add best offer to my existing listings. They are now set at buy it now with variations. I also have a sale on (20%) off. When I try to add best offer I get a message that they are not eligible for best offer. What is it that makes them not eligible? I wanted to change 500+ listings in bulk if possible.

Probably because of the markdown sale.
Try taking one off of the sale and see if it will let you add best offer. I don’t know of any restriction on best offer used on variations listings, although it is possible that it just isn’t documented.
Thanks for your response but it actually is the variations and not the sale that was the problem.
