I reached my 5 Best Offer Limit without an acceptance. So I paid the asking price and bought the item. Now I'd like to buy a second item to which the seller agreed to give me a 10% discount on the second one. He said to put the 10% discount price in as a Best Offer and he'd accept it.
Well unfortunately I can't put a Best Offer in as my limit was reached which had to do with my first purchase. Now I'm trying to make a second purchase and eBay keeps defaulting to my first purchase information. How can I apply a Best Offer to this second purchase?

If your account reached a monthly limit set by eBay you can:
1. Request an increase: link to eBay's Buying Limits help page: https://www.ebay.com/help/buying/buying-limits-restrictions/buying-limits-restrictions?id=4012&st=12...
2. You and the Seller can work out a day and time for the Seller to Revise the listing so the price for an outright purchase is what you two agreed to. Then Buy it.
3. You and the Seller can work out a day and time for the Seller to Relist the Item as an Auction so the starting bid price is what you agreed to, you place a bid, the Seller Ends the listing accepting your bid. This "may" be a better approach because the eBay cart "should" allow you to Request an updated invoice that would include BOTH items, unless you already paid for the first one.

You can't. The Best Offer limit is per listing per buyer. Doesn't matter if you have bought it, it doesn't reset. If the seller won't set up a new listing so you can make an offer to buy it at the agreed price, you need to pay full price or find another seller.
