I have a Basic Store, the listing limit is 1000 per month from 6-1-2022 to 7-1-2022, I have not listed 1000 since 6-1-2022 but they say I have met My limit.

When a fixed price listing renews once per month, it uses one of your 1,000 insertions. So all of the items you listed 5/1 - 5/4 that renewed 6/1 - 6/4 count against June's 1,000 for insertions. I did not read through all of your items to figure out how many of the current and sold fixed price items have been listed or relisted in June, but it looks like you should still have some of the 1,000 remaining.
With a basic store you also get 10,000 insertions that can be used in sports cards, so you should not be charged any insertion fees.
You used to be able to see the insertions that used your store insertions from your monthly invoice - there is a list to view 'promotional savings'. But you would not be able to see this until your June invoice is issued.

This is what I understood. I sold an item about 2 hours ago and ebay stated at the bottom of the transaction page that I had a promotional 10000 free insertion. I just started back listing and listed 2 items and the notice came up again that iI have reached My limit and I can not list any more until July 1 2022. Whats going on???

Ah, I think you are running into your personal selling limit, not your free insertion tally. Every seller has limits. It is the sum of sold plus active, both in number of items and $ amount.
On your selling home page, you should see a box for your insertion count - used and remaining, with a title like 'selling promotions' - and another box for your selling limit.
At the start of the new month, the sold portion drops out of the calculation. You can then have your full limit listed, until some sell. Then the amount you can have active is your limit less what you have sold.

Just to clear the air, I have been a seller on ebay since 1999. First off, I sell baseball, football and basketball trading cards. If I understood correctly for My basic store, I have 1000 free listings plus 10000 under cards and collectables. I understand about the 1000 but I can not possibly list 1000 cards since June 1, its just the 5th today and They cut Me off Yesterday thats less than 4 days. I am billed from June 1 to July 1. They told Me today in an transaction page that I have 9800 free listings available (my seller page also says I have 9800 listings available). I started listing about 3 hours ago and listed 3 items and the message came up that I can not list any more, so all I am asking is what is going on? I understand the rules but its like someone at ebay is playing with Me!!!

All the listings from last month that rolled over, counts towards this months limit.
If you had 900 left from last month that rolled over this month, you can list 100 this month.

You are misunderstanding what I wrote - if your personal selling limit is 1,000, that is not 1,000 new listings. It is your total active plus sold for the month. It must actually be over 1,000, since you have over 1,000 active listings.
Your personal selling limit is entirely different that the insertions that you get with your store. Did you go to your selling overview page to see your personal selling limit, as well as your insertion counter?
You can subscribe to an anchor store that gives you 25,000 insertions, and it will not change your personal selling limit.

OP's issue is his selling limit, not his free insertions. He can't list more because he has reached his personal selling limit.

You should have another section called your personal selling limit. I can't show you an example - mine is not displayed.

OK, great! I'm glad you found it. So your monthly limit is 1,000 items, which can be up to $25,000.
Since you already have over 1,000 items active plus sold, you can not add any more listings unless you remove some. As the month goes on, the sold amount will go up, reducing the number of active items you can have until next month.
At 7/1, the sold portion of your tally at 6/30 will reset to 0. Then you can list more items until you again have 1,000 active.
This 1,000 items is completely separate from the 1,000 insertions that you get with your store subscription. You would have the 1,000 item limit without a store, or with any level of store.

That is what your store allows. It doesn't mean you can use it all. Or at least not all at once, right now.
You could choose to end a number of items that are not selling, and list different items. Your store gives you 1,000 insertions in any category, 250 auctions, plus 10,000 in select categories. So you could rotate items and not have to pay insertion fees.
Without your store, you would pay insertion fees on anything above 250 insertions.
You can request a limit increase, but eBay generally wants to see at least a few months of current selling performance before they will grant one.
