I have a Basic Store, the listing limit is 1000 per month from 6-1-2022 to 7-1-2022, I have not listed 1000 since 6-1-2022 but they say I have met My limit.

I sell baseball, football and basketball trading cards, the category that those fall under is in sports cards and collectables which falls in the select category that allows an additional 10,000 insertions, BTW all My auctions are Buy it Now.

Yes, I saw what you sell, and know that you can use the 10,000 for them - when your personal selling limit allows it.

eBay could give you 100,000 additional insertions - you still can't use them until your personal limit allows it.

You are dealing with TWO separate limits.  The one you are complaining about running into are the number of listings you can have (including relistings) per month, part of your Selling Limits (  https://www.ebay.com/help/selling/listings/selling-limits?id=4107&st=12&pos=1&query=Selling%20limits... ).  The one you are citing is how many of those can have free insertions.  If the former is more than the latter, you pay basic insertion fees for each one over the latter limit.  If the former is less than the latter you get cut off and can't use up all your free insertions.

Usually those emails have tiny print with an * that says something like "subject to preexisting limits".
